Reserve Fund Usage Validation in Dubai
Before an owners' association draws on its reserve fund for major works, Dubai requires the spend to be independently justified. Western VAS verifies the need, pricing and timing of proposed reserve-fund capex under DLD Circular No. (15) of 2023 — so the drawdown is defensible, owners' money is protected, and the expense is confirmed once the works are done.
- Need Verification — confirming whether the proposed repair or replacement is genuinely required
- Quotation Verification — checking the selected vendor quotations for fairness and completeness
- Asset Life Assessment — establishing the asset's life expectancy, effective age and remaining useful life
- Condition Inspection (First Site Visit) — a visual site inspection to establish the current condition of the asset
- Reserve Study Cross-Check — confirming the proposed capex is planned for in the existing reserve fund study
- Completion Confirmation (Second Site Visit) — verifying the works on site once complete
- Regulatory compliance — satisfying DLD Circular No. (15) of 2023 for reserve-fund usage.
- Owner protection — confirming reserve money is spent only on genuinely needed works.
- Drawdown justification — independent sign-off before funds are released for capex.
- Fair pricing — verifying vendor quotations before commitment.
- Completion assurance — confirming the works were actually delivered.
Western VAS delivers reserve fund usage validation in Dubai as an independent, RICS-regulated practice, so that every verification is impartial and reliable. Because we hold no interest in the works or the vendors, owners' associations, managers and the regulator can rely on our opinion that a proposed drawdown is — or is not — justified.
The validation is anchored to DLD Circular No. (15) of 2023. We assess the specific asset for which reserve funds are sought — establishing its life expectancy, effective age and remaining useful life, and inspecting it on site to confirm its current condition. Against that, we verify whether the proposed repair or replacement is genuinely required, and review the selected vendor quotations to confirm the pricing is fair and the scope complete. We also cross-check that the spend is provided for in the community's existing reserve fund study.
Our work follows DLD Circular No. (15) of 2023 and the RICS professional standard on Sinking Funds, Reserve Funds and Depreciation Charges. You receive a clear Reserve Fund Usage Validation report justifying — or challenging — the proposed drawdown, followed on completion by a Work Completion report confirming the works were carried out.
- 1 · Share the request — provide the reserve study, current fund balance, the capex request and the vendor quotations; we confirm scope.
- 2 · Inspect & verify (First Site Visit) — we inspect the asset, assess its life and condition, verify the need and review the quotations against the reserve study.
- 3 · Validate & confirm (Second Site Visit) — you receive the Usage Validation report; after the works, the Second Site Visit confirms completion.
What is reserve fund usage validation?
It’s an independent verification — required under DLD Circular No. (15) of 2023 — that a proposed drawdown from a community’s reserve fund is justified. We confirm the works are genuinely needed, the pricing is fair, and the spend is provided for in the reserve study.
Why is it required in Dubai?
DLD Circular No. (15) of 2023 requires the need for proposed reserve-fund capital expenditure to be independently validated before funds are used. The validation protects owners by ensuring reserve money is released only for necessary, fairly-priced works.
What exactly do you verify?
Whether the proposed repair or replacement is genuinely required; the asset’s life expectancy, effective age and remaining useful life; its current condition on site; the vendor quotations; and whether the capex is planned for in the existing reserve fund study.
Do you review the vendor quotations?
Yes. We verify the selected vendor quotations for fairness and completeness as part of the validation. The client is responsible for shortlisting the quotes received; we review and verify the final selection.
Do you inspect the asset?
Yes. The First Site Visit is a visual inspection to establish the asset’s current condition and support the assessment of its remaining useful life. A Second Site Visit, after the works, confirms completion. The survey is strictly visual; specialist testing of services or equipment is not included.
What do you deliver?
A Reserve Fund Usage Validation report justifying or challenging the proposed drawdown, and — after the works are finished — a Work Completion report confirming, on the Second Site Visit, that the works were carried out.
What standards do you work to?
DLD Circular No. (15) of 2023 for reserve-fund usage verification, together with the RICS professional standard on Sinking Funds, Reserve Funds and Depreciation Charges.
