Off-plan property makes up a substantial share of Dubai transactions, yet it's the hardest asset class to value accurately — there's no completed unit to inspect, and comparable sales may be sparse in a newly launched community.
Why standard comparable approaches fall short
The direct comparison method assumes reasonably similar, recently transacted assets exist. For off-plan units in a brand-new project or community, that evidence base often doesn't exist yet. Valuers instead lean on a combination of methods layered together.
The methods actually used
- Comparable analysis on completed analogues. Comparable completed developments from the same developer, similar location tier and specification, provide a proxy baseline adjusted for construction stage discount.
- Construction-stage discounting. Off-plan value typically sits below projected completion value, reflecting construction risk and time value of money to handover — narrowing as the project progresses against payment plan milestones.
- Residual value approach. For early-stage or pre-launch assessments, valuers work backward from projected completed value, deducting remaining construction cost, developer margin, and finance cost.
- Payment plan and escrow structure review. A project with a well-funded escrow account and demonstrable progress carries a different risk-adjusted value than one with funding uncertainty.
Mortgage and bank panel implications
Lenders financing off-plan purchases require valuations that explicitly separate current off-plan value from projected completion value, since loan-to-value ratios and drawdown schedules are typically tied to construction milestones, not final sale price. A valuation report for this purpose needs to show the trajectory, not just a single number.
What to expect from a credible report
A properly prepared off-plan valuation report should disclose: the comparable evidence base used, the specific discount rate applied and its rationale, the construction stage assessed as of the valuation date, and sensitivity to delivery timeline risk. Reports that simply state a number without this trail don't hold up to lender or auditor scrutiny.
