Highest and Best Use (HBU) analysis tests the realistic alternatives against the four classic tests and identifies the single use that delivers the greatest return — the foundation of any sound development, acquisition or valuation decision. We test each realistic use against the four tests in sequence. A use must be legally permissible under zoning and planning, physically possible given the site, and financially feasible — and only then is it judged against the others to find the one that is maximally productive.
Each surviving option is appraised financially, using residual valuation and market evidence on pricing and demand, so the conclusion rests on numbers rather than assertion. Where uses are close, we stress-test them against cost and pricing to identify the most resilient.
